Initiative to honor the victims of the communist regime began in January 2011 with the Council of Ministers. For the first time, however, the day was honored by the incumbent President. For the first time in more than 10 years the head of state comes to a similar monument to the victims of communism. Also for the first time in such a ceremony attended by representatives not only repressed Bulgarian Christian population, but the Turkish minority.
